If you REALLY want to know, then why don't you CONTACT the agency in singapore that handles professional registrations and ASK THEM? Questions like this are way beyond the average person who answers quesitons on here... that is a very important and technical question and needs a REAL answer and you can only get than from the SOURCE... and that isn't on Answers.
