Being a fresh graduate, your chances are quite slim for engineering positions in Singapore. Nevertheless, you can try applying thru local agencies or job portals in Singapore. If you are able to stand out from the crowd, an employer might hire you and get you a legal permit to work in Singapore.

fresh graduate does not mean a guarantee job in singapore context; there r many singaporean fresh graduate also looking for jobs; so it will be harder 4 u 2 compete with them; generally, singapore employers r looking 4 experience in all kinds of jobs so what i would suggest u is to work in ur country 4 some years b4 applying for job here; from my experience even jobs like car wash, dishwashing also need experience; i went 4 these jobs interviews n the interviewers said they preferred with experience;

if every graduate did actually stick to his own place and land you wouldn't need to go to Singapore in the first place. since qualified people like yourself run like rats off sinking ship sure nothing will ever change for better in your country. plus people like you will put extra strain on already troubled job market in Singapore that as previous comments suggest is already under great pressure and not every local (Singaporean) graduate is able to get job placement (you might get a lower pay but you will take a job that should belong to a LOCAL guy or girl) you should respect Singaporeans for allowing your wife to work there but it seem that you are willing to take off the whole hand when you already got a finger.
